Gordon Brown, Britain's Chancellor of the Exchequer, argued repeatedly after September 11th 

the developed nations have to sponsor "a new Marshall Plan" for the world's poor that would "create a new relation between developed and developing countries"

Blair talks extensively about 

"a partnership for Africa" in which the developed world would provide more aid untied to trade, write off debt... 

the state of Africa is a scar on the conscience of the world... 

we could heal it. And if we don't, it will become deeper and angrier"
