After the collapse of the 1999 Seattle WTO talks, the rich nations promised that the Qatar talks in 2001 would be ... " 'a development round' whose primary purpose was to deliver benefits to the poor nations." This promise has been broken as corporate lobbies in the USA and the EU have prevented either the acceptance or the implementation of most of the necessary reforms. The US for example, responding to pressure from its pharmaceutical industry, has blocked a deal supported by every other member of the WTO which would have permitted poor countries to override corporate patents in order to provide their people with cheaper drugs. Both the US and the EU have failed to dismantle farm subsidies, the US having raised theirs by a further $180 billion across the next 10 years. |
