The Monterrey consensus (Mexico 2002) put it this way 

"... for many countries in Africa ...Official Development Assistance is still the largest source of external finance,

...[it] is critical to the achievement of the development goals and targets of the millennium declaration."  

The Monterey Consensus re-affirmed the pledge of 0.7% of GDP to be given as ODA )
