"The donor plan should focus on four aspects of aid flows:

Magnitude: aid must be large enough to enable the recipient country to finance its investment plan

Timing: aid must be long-term enough to enable the recipient country to follow through on a ten-year programme of scaling up

Predictability: aid must be predictably enough so that stops and starts in the aid flow do not jeopardise investment programme

Harmonisation: aid must support the Millennium Development Goals based poverty reduction strategy and particularly the Investment plan rather than the pet projects of the aid agencies."
