Total gross foreign aid from all donors to all developing countries in 2002 was $76 billion

Of which, $6 bn debt relief grants (leaves $70bn)

And developing countries paid c $11 bn in loan repayments

So, effectively only $59 bn was available in aid ($70bn-$11bn).

Of which

- $16 bn went to middle-income countries,  

- $43 bn (approx) went to low income countries.

Of that $43 bn, 

- $31 bn went out in emergency assistance & 

technical co-operation, much of which pays for expensive foreign consultants not local experts. )

So, of $76 billion dollars, only $12 billion actually went to developing countries
